Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 1069) to amend the Infrastructure Investment and Jobs Act to require reporting regarding clean energy demonstration projects, and for other purposes, as amended. The text of the bill is as follows: H.R. 1069 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Clean Energy Demonstration Transparency Act of 2023''. SEC. 2. PROJECT MANAGEMENT AND OVERSIGHT REPORTING REQUIREMENTS. Subsection (h) of section 41201 of the Infrastructure Investment and Jobs Act (42 U.S.C. 18861) is amended by adding at the end following new paragraph: ``(3) Further reports.-- ``(A) In general.--Not later than six months after the date of the enactment of this paragraph and at least semiannually thereafter, the Secretary shall submit to the Committee on Science, Space, and Technology and the Committee on Appropriations of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Appropriations of the Senate a report, and make publicly available in digital online format, that contains, for the period covered by each such report, for each covered project or other demonstration project administered or supported by the program, the following: ``(i) A copy of any initial contracts or financial assistance agreements executed between the Department and…
