Mr. Chairman, I rise in opposition to this amendment. This amendment would have far-reaching and devastating effects for America's farmers. I'm not sure the gentleman is aware of the full extent of this amendment. This amendment throws the Noninsured Crop Disaster Program into an arbitrary payment limit scheme. The Agriculture Committee will be auditing farm programs for effectiveness and efficiency, and then we will seek input from across the country on the best way to support our farmers and ranchers while making good use of taxpayer dollars.
