Initial appointments from outside the service to secretaryships in the diplomatic service shall be only to the Classes of Third Secretary of Embassy, or, in case of higher existent vacancies, of Second Secretary of Legation, or of Secretary of Legation at such post as has assigned to it but one secretary.
