I think we are going to find that possible in the spirit which, I may say without invidious implication, is present here to-night—the spirit of State pride—which believes that there is nothing that the State cannot accomplish when it attempts to do so, even though it is willing to receive such aid as the general welfare clause of the Constitution will enable the general Government to give it.
