By virtue of the power vested in me by the provisions of Article 7 of the Treaty of September 30, 1854 (10 Stat. L. 1109), it is hereby ordered that the provisions of Article 7 of said treaty shall not hereafter apply to nor be of any force or effect throughout the territory ceded by said treaty to the United States except in that portion of said territory described as follows:

This language is so sweeping that it might be made to cover almost 150 articles used in agriculture, which would affect many sections of the present tariff, and lead to the most injurious uncertainty.
The important thing is to get our tariff legislation out of the slough of guesswork and logrolling and ex parte statements of interested persons, and to establish that legislation on the basis of tested and determined facts.
I earnestly hope that Congress will take immediate action in this regard, as recommended by the Secretary of War.
