If the facts secured by the Tariff Board are of such a character as to show generally that the rates of duties imposed by the present tariff law are excessive under the principles of protection as described in the platform of the successful party at the late election, I shall not hesitate to invite the attention of Congress to this fact and to the necessity for action predicated thereon.

I concur fully in the conclusions which the Secretary of War has reached and in the recommendations which he makes.
This language is so sweeping that it might be made to cover almost 150 articles used in agriculture, which would affect many sections of the present tariff, and lead to the most injurious uncertainty.
So it is I am here, after having traversed I don't know how many states and visited I do not know how many cities.
The same reasons which impelled me to decline to sign the wool bill control me in this case.
