It is not deemed compatible with the public interest to transmit the report to the Senate at this time.
The office of Treasurer of the Island of Cuba shall on and after April 1, 1901, be placed under the jurisdiction of the Department of Finance of said Island, and shall be filled by the appointment thereto of a citizen of Cuba.
Considering it a matter entirely between that gentleman and his tenants, Messrs. Gardiner and Atkinson, I at that time refused to take any action in the matter whatever.
Under the circumstances of this case I do not feel at liberty to approve the bill.
