By virtue of the authority vested in me as Commander-in-Chief of the Army and Navy, I hereby order and direct that during the maintenance of the Military Government of the United States in the Island of Cuba and all islands of the West Indies west of the 74th degree.

We will not leave the destiny of the loyal millions the islands to the disloyal thousands who are in rebellion against the United States.
Under the circumstances of this case I do not feel at liberty to approve the bill.
