To the Senate of the United States: I transmit herewith, in further reply to the resolution of the Senate of April 10, 1900, having reference to Senate Document No. 336, Fifty-sixth Congress, first session, a further report from the Secretary of State.

There is no legal obligation on the part of the United States, and no promise, express or implied, for the payment of such claims.
I recommend the appropriation by Congress during the present session of the sum of one hundred thousand dollars for the purpose of carrying out the obligations of the United States under the treaty.
It is hereby ordered that the President's Order of January 9, 1884, be, and the same is, hereby revoked as to that part of said military reservation lying south of the Colorado River.
