To the Congress of the United States: I transmit herewith, for the information of the Congress, the report of the Hawaiian Commission appointed in pursuance of the 'Joint resolution to provide for annexing the Hawaiian Islands to the United States,' approved July 7, 1898, together with a copy of the civil and penal laws of Hawaii.

The measure of governmental liability is fulfilled by the passage of the act of March 3, 1891, and the prompt payment of the judgments rendered thereunder.
I recommend the appropriation by Congress, out of humane consideration, and without reference to the question of liability of the Government of the United States.
Now I have the satisfaction to announce that the Congress just closed has reduced taxation in the sum of $41,000,000.
