there are hereby created and shall be maintained, in addition to the office created by executive order of May 8, 1899, the office of Assistant Auditor for auditing the accounts of the departments of Internal Revenue and one Assistant Treasurer in the office of the Treasurer of the islands, who shall be appointed by the Secretary of War.
