I transmit herewith, for the information of the Congress and with a view to its publication in suitable form, if such action is deemed desirable, a special report of the United States Board on Geographic Names, relating to geographic names in the Philippine Islands.

I hereby order and direct that that part of Executive Order dated May 8, 1899, relating to the appointment and creation of the office of Treasurer of the Island of Cuba, be amended as follows:
The office of Treasurer of the Island of Cuba shall on and after April 1, 1901, be placed under the jurisdiction of the Department of Finance of said Island, and shall be filled by the appointment thereto of a citizen of Cuba.
I recommend the appropriation by Congress of the sum of $5,000 to reimburse the master and owners of the vessel for all losses and damages incurred by reason of his said wrongful and illegal arrest and detention.
