The Treasurer of the Islands shall receive and keep all moneys arising from the revenues of the Islands and shall disburse or transfer the same only upon warrants issued by the Auditor of the Islands and countersigned by the Governor-General.

The said appointment to be made by the Military Governor thereof, subject to the approval of the Secretary of War.
It is not deemed compatible with the public interest to transmit the report to the Senate at this time.
