(a) In General.--Not later than 90 days after the date of the enactment of this Act, the President, in coordination with the Secretary of Defense and the Secretary of State, shall develop and submit to the appropriate congressional committees a report that contains a strategy for United States involvement in Ukraine. (b) Elements.--The report required by subsection (a) shall contain the following elements: (1) A strategy stating the explicit United States national interest at stake with respect to the conflict in Ukraine, including an annex of specific objectives and benchmarks to measure the success or failure of continued United States involvement with respect to Ukraine. (2) A plan detailing a diplomatic pathway, including any personnel involved in diplomatic communications, by which the United States can facilitate a negotiated cessation of hostilities in Ukraine. (3) An assessment of the costs to the United States and to Ukraine if the conflict is allowed to continue for an additional 1 year, 5 years, or 10 years. (c) Form.--The report required by subsection (a) shall be submitted in unclassified form, but may include a classified annex.…”
