EFFECTIVE DATE. This Act and the amendments made by this Act shall not take effect until the date that the Administrator of the Environmental Protection Agency certifies that the Environmental Protection Agency has completed the actions described in the document titled ``EPA's Per- and Polyfluoroalkyl Substances (PFAS) Action Plan'' and dated February, 2019.
