What we attempted to do in essence was to make it tougher, make it harder for the Government to raise income taxes on the American people. Right now we can do it with a simple majority of Congress, taxes can be raised on the American public and assuming that the President signs the bill. What the Republicans in this House tried to do was to make it tougher, to go up to two-thirds. We tried to pass a constitutional amendment that would require two-thirds of this House and then two-thirds of the Senate in order to raise taxes on the American public.
