I rise in support of the Barton amendment which I believe will best protect the American taxpayer. Since this House last voted on a balanced budget amendment, just 10 months ago, before I got here, I might add, the national debt has increased by $160 billion, less than a year, $160 billion. That is a whole lot of debt. Well, it is time we had the courage to do something about it. It is time we passed a balanced budget amendment. Let us face it, Americans are forced to send far too many of their hard-earned dollars to this city. We must pass a balanced budget amendment now. I support balancing the budget by cutting spending, not by raising taxes.
