remember when President Clinton told us that the era of big government is over? Well, apparently he has had a change of heart, because his latest budget proposal is a true monument to big government excess. Billions and billions and billions in new taxes, and billions and billions and billions in new Federal spending. So much for presidential promises, welcome back, big government. This Congress cannot and will not accept a return to the tax and spend days of old. Because the taxpayers in 1994 installed a new majority in Congress, family income is up, interest rates are down, unemployment is down, and tax relief is finally on the way. And the budget will soon show a surplus for the first time in a generation. It is no time to turn back the clock. Mr. Speaker, the President's budget completely ignores last year's balanced budget agreement by creating a variety of new spending programs and a host of new taxes. That is not what the taxpayers had in mind. Let us balance the budget. Let us cut taxes, let us do it now.
