Before beginning my questions, Madam Secretary, let me remind some of my colleagues on the other side of the aisle who keep bemoaning the cuts in the CR that we are broke, and the only reason that this Congress is even dealing with the CR is because the last Congress couldn't even pass a budget for the first time in 34 years.
