Mr. President, I commend my colleague from Alaska, who is the ranking member, and thank her for her hard work. She mentioned the energy efficiency bill. I know she strongly supports that bill, and I hope it will come back to the floor. It is a more logical way to get at some of these issues. I come to the floor to follow up on the conversation I had earlier with Senator Landrieu. She and I announced earlier this afternoon that we were going to offer unanimous consent in the Senate on bipartisan and noncontroversial legislation. I had hoped Senator Landrieu would come back to the floor, but apparently she can't, so I will offer this on behalf of both of us.
