I appreciate the comments of my friend and my colleague, the chairman of the Appropriations Committee. I look forward to talking to him more about this. As I said earlier, 46 Senators supported this in the past, including all but two or three Republicans, by the way, and one of them is now a cosponsor of the legislation. Mr. President, I ask unanimous consent that the mandatory quorum call under rule XXII be waived with respect to today's cloture vote. The PRESIDING OFFICER. Is there objection?
