This is simply an opt-out, it is not a mandate. It gives the States the discretion to do it. The States would be required to support the highway system. It is a different vote from the previous amendment. I urge my colleagues to support this commonsense approach to make sure we get more money into our roads and bridges. The PRESIDING OFFICER.
