“Madam President, I rise to talk about a tax increase in the President's Affordable Care Act. I want to start, though, by commending my colleague from Florida for his remarks regarding the Zika virus and the impact it is having, not just on his State but on so many others in our country. This is a tax increase that many people don't know about, but sadly it goes into effect at year's end, and it is going to affect a lot of middle-income seniors in Ohio and around the country.
