this involves no Federal funding. Congress could come back at a later date and decide that is appropriate. This involves a lot of private sector activity from around the country to support this effort. We should be encouraging that. This is exactly the kind of creative partnership that I think Mr. Miller and others who have been involved with the National Park Service have been trying to encourage. I would like to yield to the chairman and see how he would compare this to other projects. I think the analogies that have been made are not right. We are not asking for Federal funds. We encourage a private sector effort and allowing this report that Mr. Vento and others worked so hard on to become implemented through an interpretive center which commemorates the Underground Railroad experience throughout the country.
