I would like to point out again that these are arbitrary numbers. Our troops in Europe pose an important asset for all of our operations in the protection of national security, including, as has been stated, training troops that go into Afghanistan and Iraq. This amendment would not save money. It would, in fact, increase our overall cost. It also includes an arbitrary reduction in our overall end strength that would have a negative impact on our national security. The Acting CHAIR. The question is on the amendment offered by the gentleman from Colorado (Mr. Polis). The question was taken; and the Acting Chair announced that the noes appeared to have it.
