Let me go back to that for a second. You said the administration is actually calling this an assurance policy, that they are providing assurances. But usually I think and the American people think of the word ``assurance'' being something you give your friends and allies. And, in this instance, this is an assurance that the administration is giving to a nation that would be an attacker to our Nation, someone who is attacking us. That's not the circumstance of what I would think of assurance.
