Thank you, Mr. Chairman. I rise in strong opposition to this CR, specifically because of section 2412. The Democrats are holding hostage the funding necessary to sustain our nuclear weapons and our nuclear facilities until the Senate ratifies the New START Treaty. The administration opposes this provision and, in fact, has offered its ``unequivocal commitment to recapitalizing and modernizing the nuclear enterprise.'' There are significant national security issues related to the New START Treaty that must be resolved, Russian intentions, missile defense limitations and a nuclear modernization. Just yesterday, myself and incoming Armed Services Committee Chairman McKeon and 14 other committee members sent a letter to the Senate urging them not to vote on the New START Treaty until these concerns are addressed. Unfortunately, this provision would ignore these security concerns and hold hostage the funding necessary to ensure our Nation's nuclear deterrent remains safe, secure and reliable.
