Well, the President did not say that, and the President certainly has not given Congress any notice that that is going to occur.
I don't think anybody is satisfied with the level of information we're receiving.
The House has passed these provisions several times, all of which I have voted for-- I think the Senate does need to move these provisions.
Obviously if that occurred, that would be very serious, and I agree that that would be an illegal act.
