I always hate it when people make an issue partisan. Because nothing is describable or resolvable in its real effects on a partisan basis.

The House has passed these provisions several times, all of which I have voted for-- I think the Senate does need to move these provisions.

Obviously if that occurred, that would be very serious, and I agree that that would be an illegal act.
