None of the funds made available by this Act may be used to-- (1) reduce the nuclear forces of the United States in contravention of section 303(b) of the Arms Control and Disarmament Act (22 U.S.C. 2573(b)); or (2) implement the Nuclear Posture Review Implementation Study or modify the Secretary of Defense Guidance for Employment of Force, Annex B, or the Joint Strategic Capabilities Plan, Annex N. The Acting CHAIR. The gentleman is recognized for 5 minutes.
