While I know that roughly 3,500 U.S. military personnel is not sufficient 'to degrade and ultimately destroy ISIL [Islamic State of Iraq and the Levant],' I am concerned that this arbitrary cap set by the President restricts your ability to sufficiently support those on the ground.
