I thank the gentleman for yielding. Mr. Chairman, despite a longstanding U.S. policy against the use of offset agreements, many foreign governments continue to insist on using offset agreements, which clearly distort trade, are an unfair trade practice, and result in lost opportunities for American workers. Offset agreements and military sales contracts are add-on provisions that require U.S. companies to reinvest in foreign companies through the purchase of additional goods and services, technology transfer, foreign-based subcontractor mandates, and other similar activities. Chairman Ryan, under TPA, how will the Federal Government curb a foreign country's use of military offsets?
