the liberals who ran Congress for 40 years could never seem to get enough of the taxpayers' money. Every year they would come here and moan and complain that they just did not have enough money to do all those wonderful things that government does. Since the Reagan tax cuts of 1981, there have been six major tax increases in this country: 1982, 1983, 1987, 1988, 1990, and 1993. With the passage of each of these, we were assured by the liberals that this was the tax hike that would put us on the road to fiscal recovery. Meanwhile, spending continued to spiral out of control and the debt continued to mount. No nation has ever taxed itself to prosperity. Mr. Speaker, the American people have had enough. The Committee on Ways and Means just reported a bill that will shift the balance away from the Government and back to the people. The bill provides tax relief for families, small businesses, and Social Security recipients targeted by the Clinton tax hikes. To pay for these cuts, we cut the waste and the fat out of a bloated Federal bureaucracy and government that has completely lost touch with the American people. we are taking the power out of Washington and putting it back where it belongs, with the people.
