I want to ask the gentleman from Connecticut [Mr. Shays] a question, because I know that the Speaker has been following this very closely, and I know that he is very curious himself about how it is possible that we are going to go from a situation where right now we will not only offer everyone Medicare as it is today, but we will also offer a series of other choices, and yet, this is going to save money. Now, the Speaker, listening to this, might think that there is a disconnect somewhere and it might be confusing to him to understand exactly how it is possible that we are going to actually save money doing this, and obviously I am asking for rhetorical reasons. I think it would be very helpful to spell out exactly why it is that by getting the private sector much more aggressively involved in this, we are going to squeeze the fat out.
