I think that what we will find out is there is a tremendous amount of creativity in the States. There will be States that will try all kinds of different solutions to the welfare problem, and they will come up with many, many different programs and ways of dealing with it, and some States that may, as I have suggested, even eliminate certain programs, certain welfare programs, to others that will try a very different approach. And that is what we need. We do not need a one-size-fits-all type of approach. We need to unleash the creativity, allow that creativity to erupt and to try different things that will truly work. We do not know what will work, we do not know what will not work, but we do know what is not working. By giving the States that kind of flexibility, we are going to get a heck of a lot more of an idea of a better direction to go in to solve that particular problem that is so very, very difficult.
