I love when a speaker can drip with irony and cynicism about the intentions of what we are doing with our fiscal program, but I would choose not to think that the gentleman from New York (Mr. Rangel) would be at all cynical about our intentions because I think the gentleman would have to admit, would have to recognize, the fact that for virtually all of the time of my lifetime we have stolen from the Social Security Trust Fund, and we have spent it on other programs, and for the first time we intend to lock up the $1.8 trillion and keep it in reserve, and it will be kept in reserve for purposes of being able to transform the Social Security and the Medicare program, retirement security programs. That is why we have actually saved over a hundred billion dollars in revenues. I also want to compliment the gentleman for saying that he likes the idea of a tax cut.
