Two-thirds of the budget is on automatic pilot going through the roof, threatening the future of our children, threatening economic security for every American today, and denying the American people a right to run their own programs with their own money, using their own judgments in their own communities. We cannot force the President to sign a bill to give us those reforms, can we?
