I am delighted to engage in this debate, because I want to say to the gentleman from Wisconsin, the gentleman criticized our overhead spending, and the gentleman said that our overhead spending was a cut in these various administrations, and I will tell the gentleman that that is correct. We do not think we ought to have as many supplies and materials in the bureaucracy. We do not think that the bureaucrats who travel most in the final quarter of the fiscal year, we think that they ought to be trimmed back. Now, my constituents at home think that there is plenty of waste in the bureaucracy of this Government, and they want it to be eliminated, and that, of course, is precisely what we have done.
