It is about time that the Congress of the United States started asserting itself when it comes to foreign policy. We are not engaging in some major foreign policy decision other than to tell the Europeans to live up to their commitment. What is the message that gets sent when this is defeated? Do my colleagues know what it is? If you make a promise and you break it and you stiff us, that is okay. That is wrong. We better get on the stick and realize that we are a big chunk of how we set foreign policy.
