I would just add, 38 of those 50 States would have to agree to this before the Constitution would be amended. The gentleman can say, oh, we're going to write this in. The States get to decide this. That's the other part of this equation. I would yield 2 minutes to the gentleman from South Carolina (Mr. Gowdy).
