I will just real quickly say that the gentlewoman is exactly right. People should be prosecuted. It was so bad in the Carter Page application. Here is what the former chief judge of the FISA court said: The frequency with which representations made by FBI personnel turned out to be unsupported or contradicted by information in their possession and with which they withheld information detrimental to their case calls into question whether information contained in other FBI applications is reliable. Put in plain English: You lied so much, how can we trust any other representation you have made to the court? That is what this legislation is designed to begin to address and protect American citizens who will be in front of this court. Madam Speaker, I yield 3 minutes to the gentleman from Wisconsin (Mr. Sensenbrenner), who has been a strong advocate in this area and former chairman of the Judiciary Committee.
