“the Underground Railroad is an educational cultural program that we have as a grant from the Department of Education for the purpose of making known to children all over America the history of the Underground Railroad and of the Civil War. It also is a program that is aimed at diversity training that is so necessary. I urge my colleagues to support the amendment.”
