I am also reassured to hear the strong conviction of my colleague from Oklahoma that donor States should receive a minimum rate of return of 95 percent on the share of their contributions to the Highway Trust Fund. I too look forward to working with the chairman and my colleague from Michigan to improve donor State equity.

DERA is one of the most cost-effective clean air Federal programs and it does indeed provide an economic and health benefit of some $13 for every dollar of moneys that are spent.
We still believe that identifying long-term funding for all of the reform efforts would help, especially as the money becomes tighter and congressional decisionmakers such as yourself have to prioritize.
