Mr. Chairman, I am out of time, but I would like to suggest that maybe we ask this group of people here to start and come back to us maybe in a month or 2 months with a plan of how people are going to get together and hear from the folks who are really doing the work about how we go about dealing with this problem so we have an idea they are getting together, and then maybe set a date for them to come back to us, say in 6 months, with a plan that is going to deal with this, as I mentioned, on a short-term, middle-term, and long-term basis.
