I rise to offer a second-degree amendment to the Reid amendment to the Interior appropriations bill. Before I speak to the specifics of the underlying Reid amendment, I will first describe my examination of the administration's competitive sourcing initiative which I have spent a great deal of time on. Competitive sourcing is one of the five management initiatives included in the President's management agenda. As I said, I paid close attention to this initiative because it is closely related to the Federal Government's strategic human capital management. It is fair to say I have spent more time on this issue than anyone in the Senate during the last 5 years. It is important to note that competitive sourcing is not privatization, nor is it outsourcing. It is public-private competition, a methodical process for evaluating the most efficient and cost-effective manner of providing a service that is commercial in nature and not inherently governmental.
