I rise to support the foreign aid package we have before us today. This is a good bill, and I congratulate the gentleman from New York [Mr. Gilman] and his committee for their hard work on this legislation. We have made and we are going to make a lot of tough choices on the road to balancing the Federal budget. I could not go home to southern Ohio and explain budget reductions that affect the people there without first cutting the funds we have sent abroad. This is a good bill. I support the foreign aid package we have before us today. I would however like to say that I understand that in a post-cold-war era, Radio Free Europe should and must be cut back. But I strongly oppose its outright elimination. The committee bill cuts the program from $230 million a year to $75 million a year. That's a 70-percent cut. It's worth saving, and $75 million will keep it alive. I've been to Eastern Europe and I've heard the broadcasts. In some countries its still the only independent, uncensored news available.
