Mr. Speaker, I rise today in recognition of the life and career of my friend, the Honorable Jerry Costello. Born and raised in the Midwest, Congressman Costello has dedicated his life to serving the residents of the state of Illinois. Prior to being elected to the U.S. House of Representatives, he had a career in law enforcement and worked as a county bailiff and deputy sheriff. His service to the State of Illinois and St. Clair County in the early days of his career led him to seek office in the House of Representatives in a special election in 1988. He has consistently put the needs of his constituents first for the past 24 years. Today, Congressman Costello is the most senior member of the Illinois delegation and has been a guide to freshmen members throughout the past dozen Congresses. He has been a leader in areas such as infrastructure and science and technology. Jerry has also been dubbed ``the patron saint of Scott Air Force Base,'' one of the largest employers in the State of Illinois. Above all, the Congressman has been a fearless and dedicated representative of his constituents in southern Illinois. Mr. Speaker and colleagues, please join me in congratulating our friend and colleague, Congressman Jerry Costello, on 24 years of service to the residents of southern Illinois and the United States of America. His wisdom and leadership will be missed in the halls of Congress.
