Mr. Chair, I certainly appreciate my distinguished colleague and am always there to work together in a bipartisan fashion to try to fashion something. She is right. It is long overdue for Congress to address this situation, but unfortunately, this is about appropriations and not authorizations. Therefore, Mr. Chair, I urge a ``no'' vote on this amendment, and I yield back the balance of my time. The Acting CHAIR.
