Well, what we had to do was when we did our budget for the year, there are certain things in Ohio that the commissioners are responsible for. You looked at things. You thought, we have to budget for things like bad weather because you have to have more overtime. One of the things that we always hoped we never have happen was a capital murder case because we know how much that would cost. We had to sit down with all of the other elected officials and say, We have to make cuts across the board and scale back. If we didn't, we were going to be in trouble. Again, our Constitution says you shall balance your budget.
