CBO has scored these bills and has come back and said that there are no significant cost increases associated with these. Furthermore, in regards to meeting with the Department of Justice and the Department of Defense, that meeting did occur, and the concerns that they raised were mainly around criminal liabilities for Federal employees, and that was addressed in the final legislation.
