I have to respond, I think, briefly. I appreciate the ranking member's passion in addressing these issues, but we need to clear up what some of the facts actually are. CBO has scored these bills and has come back and said that there are no significant cost increases associated with these. Furthermore, in regards to meeting with the Department of Justice and the Department of Defense, that meeting did occur, and the concerns that they raised were mainly around criminal liabilities for Federal employees, and that was addressed in the final legislation. So I'm not sure why we are still debating those issues. At this time, I would like to yield 2 minutes to my colleague from Colorado (Mr. Gardner).
