What this bill does is give American workers an unfair choice: your rights or your job. H.R. 2587 creates an open season for CEOs to punish workers for exercising their rights. In practical terms, this would mean that if a CEO wanted to punish workers for organizing or striking, the CEO could simply choose to relocate or eliminate the work and thereby eliminate the worker without fear of being held accountable.
